§ Mr. NorrisThe rules for the design and location of road humps built to calm traffic are set out in the Highways (Road Humps) Regulations 1990.
Under the Highways Act 1980, as amended by the Road Traffic Act 1991, the Secretary of State may authorise the use of road humps which do not conform to the requirements of the regulations, and non-standard humps such as speed cushions have been authorised in this way. The Department has also issued traffic advisory leaflets on speed control humps—that is, standard road humps—(Leaflet 2/90); Fire and Ambulance Services Traffic Calming: a Code of Practice (3/94); Speed Cushions (9/94); and "Thumps" Thermoplastic Road Humps (7/94), all of which contain advice on various types of road hump. In addition, Department of Transport circular roads 3/90 contains general advice to local authorities. I am placing copies of these documents in the Library.
