asked Her Majesty's Government:

Whether they have sought an explanation from President Clinton or President Yeltsin of their joint statement that they have directed a "newly-established bilateral working group on non-proliferation … to report to them"; whether this working group's activities are intended to be "transparent" and its assessments to be in the public domain: and if not whether they will seek to ensure that they are.

The establishment of this bilateral working group is a matter for the Americans and the Russians.
