§ Lord James Douglas-HamiltonGood progress has already been made towards achieving the Government's target of reducing casualties by one third by 2000, compared with the 1981 –85 average. At the end of 1993, total casualties had fallen by 17 per cent. and fatal and serious casualties were 46 per cent. less. The Scottish Office is taking forward a number of road safety initiatives covering engineering, education, publicity and enforcement, which are designed to make further contributions towards achievement of the Government's target. These include measures to reduce vehicle speeds, to encourage more responsible driving and to lessen the accident risk to vulnerable road users.
