§ Mr. OppenheimNo. The staff regulations of officials of the European Communities, which form part of a regulation made by the Council of the European Communities under the EC treaties, provide that an official may be appointed only if he or she is a national of a member state. However, the regulations also require that, subject to the nationality condition, officials be selected without reference to race, sex or creed.
