§ Mr. MorganTo ask the Secretary of State for Wales what representations he has received from Sir David Attenborough concerning the implications of reduced budget allocations to the Countryside Council for Wales on the ability of the Government to meet their international obligations under(a) the bio-diversity convention of the Rio treaty, (b) the habitats and species directive and (c) the European Union NATURA 2000 programme and if he will make a statement.
