§ Mr. ForthEducation standard spending assessments will rise on average by 1.2 per cent. in 1995–96 and the special educational needs code of practice will encourage schools to make most effective use of their budgets for special educational needs pupils. In addition, grants for education support and training from the Department for Education to local education authorities in support of special educational needs will increase by some 15 per cent.
