To ask the Secretary of State for Transport when he expects to introduce the order in respect of the change to a continuous operating licence system for heavy goods vehicles and public service vehicles.

Mr. Norris

I expect the commencement order for the provisions concerning operator licensing contained within the Deregulation and Contracting Out Act 1994 to be made this summer. It is likely that those provisions will be brought into force at the end of the year.
