asked Her Majesty's Government:

Whether they will request clarification, under Article 38 of the OSCE Budapest Declaration, regarding implementation of the Code of Conduct on Politico-Military Aspects of Security by the Russian Federation, and in particular, whether Russia has acted in conformity with Article 36 of the Declaration in Chechnya; and what "appropriate CSCE bodies, mechanisms and procedures will be used to assess…the implementation of the Code" as it applies to the military action in Chechnya.

Our representative raised the issue of Russia's actions in relation to the Code of Conduct at a meeting of the Permanent Council of the OSCE in Vienna on 12 January. We will continue to remind Russia of the need to comply with all OSCE principles and commitments.
