(4) how many landlords refused to return tenant deposits in 1993 and 1994;
(5) what assessment has been made of the number of tenant deposits that were not returned in 1993 and 1994; and if he will make a statement.
§ Mr. Robert B. JonesThe arrangements for holding and return of deposits for private tenancies are for negotiation between the landlord and tenant at the outset of the tenancy. Although we are aware that problems with the return of deposits sometimes arise, we have no figures on the number of cases where deposits have been withheld or action has been taken.
