§ Mr. Douglas HoggBritish embassy staff made representations to the Brazilian authorities about security problems off Brazilian ports, either on a bilateral basis or with our European Community partners, on four occasions in 1994.
The Brazilian authorities have acknowledged that problems exist but have yet to find the resources to allocate to improving the situation.
