The Government announced their plans to replace the guaranteed minimum pension test with a new test of overall scheme quality in the White Paper "Security, Equality, Choice: the Future for Pensions" on 23 June 1994. Detailed proposals were set out in the Pensions Bill put before the House of Lords on Thursday 15 December 1994.
