§ Mr. AtkinsThe Dogs (Fouling of Land) Bill, which was introduced by the hon. Member for Blackpool, North (Mr. Elletson) and received its Second Reading on 10 February, would give local authorities the necessary powers. The Bill proposes that local authorities may designate land which is open to the air and to which the public have access.
