§ Mr. HagueThe Bill does not seek to identify specific illnesses but establishes a framework definition of those who would be protected by the proposed rights. This is that a person has a disability if he or she has a physical or mental impairment which has a substantial and long-term adverse effect on his or her ability to carry out normal day-to-day activities. Further details on the interpretation of disability are given in schedule 1 of the Bill.
