To ask the Secretary of State for Foreign and Commonwealth Affairs what representations he has had about hunger and health problems in the valleys of the Tigris and Euphrates as a result of the implementation of United Nation sanctions against Iraq; and if he will make a statement.

Mr. Douglas Hogg

The Iraqi regime, not the United Nations, is responsible for the suffering in Iraq. Food and medicines are exempt from UN sanctions. Iraq has twice rejected UN schemes to provide much-needed humanitarian aid in return for limited sales of oil. The Iraqi regime's continued refusal of these offers and its exploitation of human suffering show its callous disregard for its own people.
