To ask the Secretary of State for the Environment if he will list the municipal waste incinerators currently operating in the United Kingdom separately identifying those burning(a) more and (b) less than six tonnes per hour; which of them meet the relevant dust and dioxin emission standards; and which are the subject of enforcement action by Her Majesty's inspectorate of pollution. [holding answer 13 December 1995]: I have listed all the municipal waste incinerators currently operating in the UK. All except the incinerator at Chinglebraes in Orkney have capacities in excess of six tonnes per hour.

Under the Environmental Protection Act 1990 Her Majesty's inspectorate of pollution authorises these plants in England and Wales and Her Majesty's industrial pollution inspectorate authorises those in Scotland. These incinerators must be operated in accordance with all the conditions set in their authorisation including those for dust and dioxins; failure to comply with these standards can lead to enforcement action.

HMIPI has issued an enforcement notice with regard to meeting these standards for the Orkney incinerator.

HMIP has not undertaken any enforcement action at municipal waste incinerators this year.
