asked Her Majesty's Government:

What discussions they have held with the United Nations High Commissioner for Refugees (UNHCR) about the Asylum and Immigration Bill and what have been UNHCR's views on (a) the White List, (b) the limitation of in-country appeals and (c) the proposals regarding social security, housing benefit and child benefit.

We have had regular discussions with the UNHCR on issues dealt with in the Asylum and Immigration Bill. It would not be appropriate to provide details of their views on the Government's proposals, as these are a matter for them.
