To ask the President of the Board of Trade (1) what powers he has to intervene when there is evidence of anti-competitive activity by local authorities in the award of contracts for public services; [3778]

(2) how many councils have been investigated by the Office of Fair Trading for favouring their in-house supplier over external contractors bidding for work under CCT; and if he will list them. [3779]

Under legislation governing local authorities, my right hon. Friend the Secretary of State for the Environment is responsible for investigating behaviour by local authorities in connection with compulsory competitive tendering for contracts for public services.
