To ask the Secretary of State for Health if he will make a statement on the outcome of the Health Council held on 30 November, giving details of all votes and all decisions which were determined by unanimity or without dissension. [1972]

Mr. Bowis

The Health Council agreed a common position on a proposal from the European Commission for a programme of action within the field of public health on combating drug dependency. The Council agreed six resolutions, two in response to reports from the Commission—on the integration of health protection requirements into other Community policies, and on the state of health in the European Community—and four which invited the Commission to produce a study on an area of interest to the Health Council concerning orphan drugs, the mutual recognition of prescriptions, generic medicinal products and medicinal plant preparations. The Council also discussed a modified version proposal on tobacco advertising put forward by the presidency but reached no decision on it. The matters on which decisions were taken were agreed by all member states with no abstentions or votes against.
