§ Mr. ClappisonDirectives for which my Department is responsible, for which the date for transposition has passed but for which no transposing legislation has been made are those relating to: nitrates, hazardous waste, safety signs and the adaptation of the directive on contained use of genetically modified organisms—GMOs. The steps necessary to give effect to these are well in hand, although explanatory guidelines from the Commission are necessary before the GMOs directive can be transposed. Directives on the quality of fresh waters to support fish life and the quality required of shellfish waters were implemented by administrative means, which are soon to be replaced by new regulations. My Department intends to transpose into United Kingdom law the directive on the control of volatile organic compound emissions from the storage of petrol and its distribution to service stations by the compliance date of 31 December 1995.
