To ask the Secretary of State for Transport what agreement, regulation or similar instrument of the International Maritime Organisation prohibits, with or without specific application, the introduction of local navigation byelaws, additional to international arrangements otherwise in force, for those parts of ports or navigable waterways possessing acknowledged and particular hazards to safe navigation.
