To ask the Secretary of State for Scotland if he will make a statement on indicative grants for the new unitary authorities. [17263]

To assist the shadow councils with their financial planning for 1996–97, it is proposed to prepare illustrative 1995–96 grant aided expenditure assessments and, in terms of section 24 of the Local Government etc. (Scotland) Act 1994, and subject to the approval of the House, notional 1995–96 budgets for each of the councils. We also plan to issue to them provisional non-housing capital allocations.
