§ Mr. BaldryNone. There are no special grounds for a plea for clemency by us on Mr. Ingram's behalf. The death penalty is permitted in certain circumstances under international human rights law. Mr. Ingram, who is a dual British—US national was convicted of a "most serious crime" as specified in article 6 of the international covenant on civil and political rights. Mr. Ingram received both a fair trial and a lengthy appeals process.
