§ Mr. GoodladIt is in the clear interests of Hong Kong, China and Britain to draw a line under recent disagreements and to work for an improvement in Sino—British co-operation across the range of bilateral and international issues. My right hon. Friend the Foreign Secretary took this forward with Chinese Vice-Premier and Foreign Minister Qian Qichen during their meeting on 29 September. The governor's annual policy address to Hong Kong's Legislative Council on 5 October underlined our determination to improve co-operation, and set out specific ideas to that end.
