§ Mr. NorrisThe numerical PV-squared criterion is purely advisory and highway authorities are free to decide whether to install pedestrian crossings on the roads for which they are responsible. The advice note emphasises the importance of taking local features into account in reaching a decision. The note is under review and we expect to replace it shortly with advice based on an examination of local factors and not relying on the numerical criterion.
