§ Mr. RedwoodThe Government made clear in "Paying For Quality" that they intended to take advantage of opportunities for derogations which EC directives accord to member states. Dwr Cymru Cyf has been in discussion with my officials about the possibility of a derogation under article 8.1 of the urban waste water treatment directive to extend the period during which the Cardiff East scheme is to be completed, but no application has as yet been made to the Commission.
