Why the post of an economist for St. Helena, advertised in The Economist of 27th August 1994, is limited to nationals of certain countries, and why Commonwealth citizens without an established right of abode and right to work in the United Kingdom are excluded.

The eligibility criteria for overseas posts funded by the ODA are derived from the rules governing entry to the United Kingdom Civil Service. Applicants must therefore be citizens of one of the Member States of the European Economic Area, or Commonwealth citizens with an established right of abode and right to work in the United Kingdom.
