§ Mr. BaldryOn account of increasing evidence to show that health risks associated with tobacco consumption will affect developing countries severely, it has been Her Majesty's Government's policy since early 1991 that the overseas aid programme should not be used for any purpose which identifiably supports the tobacco sector, despite its importance as a source of export earnings in some countries. Prior to the introduction of this policy, £1.65 million was committed between 1989 and 1991 to two tobacco projects in Malawi.
