§ Mr. Heathcoat-AmoryData from the 1993 family expenditure survey suggest that top-income families spend around 1 to 2 per cent. of their total expenditure on tobacco, middle-income families spend around 2 to 3 per cent. and lower-income families around 3½ per cent. Duty is only part of the price of tobacco.
