HC Deb 24 November 1994 vol 250 cc261-2W
Mr. Wigley

To ask the Secretary of State for Transport (1) if he will take steps to amend the road vehicle construction and use regulations or the road vehicle registration and licensing regulations in order to ensure that any vehicle which has been seriously damaged in an accident will require notification to be given the DVLA concerning its drivability, and for the road licence for such a vehicle to be withdrawn pending either its certified scrapping by an authorised dealer or its certification of road worthiness by an appropriate authority; and if he will make a statement;

(2) if he will make it a criminal offence for any vehicle to be rebuilt, and to be put back on the roads without being first approved by an authorised inspector's agency following a road accident.

Mr. Norris

No. I am not aware of any evidence that rebuilt vehicles represent a particular threat to road safety.
