§ Mr. Gwilym JonesTraffic commissioners have a statutory responsibility for ensuring the safe and reliable operation of local bus services. Responsibility for deciding when local services need to be restricted in terms of vehicle size or their routes lies initially with the local highway authority which may, in the interests of road safety or to relieve severe traffic congestion, ask the traffic commissioner to determine a traffic regulation condition.
