I am encouraged that between them they will remove 4.8 per cent. of the fleet, assuming that all vessels successful in this year's tender are scrapped. With £8.3 million still available for next year, I am confident of exceeding my estimate of at least 5 per cent. for the whole programme to which column 417 of the Official Report for 7 July 1993 refers.
