§ Mr. NorrisWe plan to use the new powers under the Deregulation and Contracting Out Act 1994 to enable drivers who can prove that they held a full short period licence before 1 January 1976—when such licences were replaced by ones valid till age 70—to regain their full driving entitlement without having to pass a further test.
