Whether they will list the instruments of international law which might have rendered "proper and legitimate" the missile attack by United States armed forces on Baghdad in 1993.

As indicated in my Answer to the noble Lord of 7th July 1993 at columnWA68, the United States made clear that they were acting in self-defence in accordance with Article 51 of the UN Charter.
