§ Lord Kennetasked Her Majesty's Government:
Whether they consider that the implementation of the Uruguay Round of the GATT will not benefit the poorest countries as has been stated by OXFAM.
§ The Minister of State, Department of Trade and Industry (Lord Strathclyde)Developing countries have fully shared in the development of world trade and stand to benefit from the reduction in trade barriers and strengthening of GATT disciplines which the Uruguay Round will bring. The poorest net food importing countries may, however, face increases in the cost of importing staple foodstuffs as a result of the agricultural policy reforms which will be brought about by the Round. The Final Act of the Round makes provision to assist these countries in such circumstances.
