§ Mr. Heathcoat-AmoryChancellor Kohl said that he would
endeavour to have a working group set up, composed of governments as well as European Members of Parliament, and which would work in association with the Commission.Chancellor Kohl's commitment is not binding, since the precise terms of reference for the working group will be decided by member states at the Corfu European Council.
