§ Mr. Heathcoat-AmoryThe know-how fund is generally well regarded for the effectiveness of the advice and expertise which it provides to help the countries of eastern Europe and the former Soviet Union move towards democracy and free market economies. Both the President and the Prime Minister of Russia commented favourably on the quality of know-how fund support to my right hon. Friend the Prime Minister during his recent visit.
