§ Mr. RedwoodThe letter of 14 April set out my Department's understanding of the effect of clause 46 of the Local Government (Wales) Bill as it would apply to the composition of transition committees. It was issued in response to requests for clarification from authorities and, in accordance with the usual practice, was based on legal advice. The Standing Committee considering the Local Government (Wales) Bill will have the opportunity shortly to debate all issues relating to transition committees.
