Whether it is usual for instructions which are dependent upon the coming into force of a statutory instrument to be issued at the same time that the instrument is laid before Parliament.

Instructions relating to a forthcoming statutory instrument may on occasion be circulated in advance of the instrument coming into force to ensure timely implementation.
