To ask the Minister of Agriculture, Fisheries and Food what changes she envisages in regulations concerning "quota hoppers" in respect of the joint declaration on ownership of fishing vessels (final act) of annex 1 Union common position of the Norway EV fisheries agreement; and if she will make a statement.

[holding answer 29 March 1994]: The text of the joint declaration corresponds to wording included in the judgment of the European Court of Justice in cases 216/87 and 221/89. As such, the declaration does not appear to necessitate any change in United Kingdom legislation.
