To ask the Secretary of State for Foreign and Commonwealth Affairs what consultations he has had with the United Nations Educational, Scientific and Cultural Organisation regarding its expertise in biodiversity, particularly in respect of discussions on the global environment facility; and what action the Government are taking to discourage unnecessary duplication in the United Nations system.

We have had no consultations with UNESCO in this area. In relation to the global environment facility the instrument establishing the restructured GEF, agreed in Geneva on 16 March, is designed to encourage co-operation in the United Nations system.
