§ Mr. NorrisEnforcement of the ban is a matter for the London borough councils and the police. There have been informal discussions with the Metropolitan police concerning the proposal to amend the London-wide ban. They foresee no particular difficulty with the changes we propose. We have no reason to believe that the City of London police take a different view.
