(4) what (a) proportion and (b) number of responses to the questionnaire accompanying the document "London: Making the Best Better", referred to a need for greater investment in London's transport system, on the basis of his preliminary assessment.

Friend is consulting ministerial colleagues on a draft text of a digest of the responses to the London questionnaire which will be published shortly. No other organisations or outside individuals have been consulted.
