§ Mr. Tim SmithGovernment policy is to create the conditions which produce economic growth leading to demand for construction workers and other employees. In Northern Ireland violence continues to be one of the greatest impediments to such growth. Nevertheless programmes are available from the Training and Employment Agency to help unemployed building workers re-train or find employment.
