To ask the Secretary of State for Transport, pursuant to his answer to the hon. Member for Glasgow, Shettleston (Mr. Marshall) of 21 February,Official Report, column 83, if he will set out the terms of reference of the sociological study of hard-core drink-drivers being carried out with the assistance of the Portman Group; and if he will make a statement.

The study is designed to give a better understanding of the circumstances surrounding drinking and driving offences. The contract for this research was let by the Portman Group, which is funding the study, and it would be for it to decide whether to release any details at this stage.
