§ Mr. Heathcoat-AmoryRussian ground forces in the Kaliningrad oblast number about 41,500 of which some 38,000 are Russian army personnel. The equipment and manpower ceilings imposed respectively by the conventional armed forces in Europe treaty and the concluding act of the negotiation on personnel strength of conventional armed forces in Europe do not come into effect until November 1995.
