What arrangements for the hearing of disciplinary charges there will be in secure training centres; in what ways these will differ from arrangements in young offender institutions and privately managed 98WA prisons; what punishments will be available for disciplinary offences; and what arrangements and safeguards there will be for the authorisation of segregation.
The Minister of State, Home Office (Earl Ferrers)Potential providers of secure training centres will be asked how they propose to provide an environment of good order and discipline which will take due account of the age of trainees. An agreement between the Home Office and service provider on this point will need to recognise the differences between secure training centres and institutions catering for older offenders.
The expectation is that there will be rules, incentives and sanctions which are published, which are explained and which are understood both by staff and trainees. The legislation now before Parliament provides for the appointment by the Secretary of State of a monitor. It will be one of the tasks of the monitor, who will report to the Secretary of State on the running of a Secure Training Centre, to keep the centre's disciplinary arrangements under close review.
