§ Mr. FreemanPayment to Shandwick Consultants by the Office of Passenger Rail Franchising and the Department of Transport will be by reference to hourly rates for work done. For commercial reasons, it is not the practice to disclose these rates. Shandwick Consultants's remit is to provide advice to Opraf on the marketing of franchises, and to the Department on overarching privatisation marketing issues.
