Mr. Davidson

To ask the Secretary of State for Scotland if he will take account of the proposal of the Secretary of State for the Environment on councillors' allowances; and if he will produce a consultative paper on increasing payments to councillors in Scotland.

The Scottish Office Environment Department will shortly issue a consultation paper on possible changes to the new system of councillors' allowances introduced in April 1991. This will take account of the current Department of the Environment consultation exercise.
