To ask the Secretary of State for the Environment when he will introduce legislation to pave the way for the creation of the Environment Agency for England and Wales and the Scottish Environment Protection Agency.

It remains the Government's policy to introduce legislation to establish the environment agencies when parliamentary time allows.
