§ Mr. Peter LloydProvisional information for 1993 shows that there were 111 applications of restraints under rule 46 of the Prison Rules 1964 and rule 49 of the Young Offender Institution Rules 1988 in Prison Service establishments. Those applications cover the use of canvas jackets, body belts, handcuffs and ankle straps but do not include the use of protective rooms and special cells. It also does not cover the use of restraints while prisoners are being escorted between Prison Service establishments or between cells to the governor?s office within an establishment, matters on which information is not collected centrally.
No information is collected centrally on those held in police custody on whom restraints are used.
